Rules for the Implementation of NSFC Basic Research Repository Open Access Policy
According to the NSFC Policy Statement on Open Access (OA) to the Research Publications of Its Funded Project, NSFC released the “National Natural Science Foundation of China Basic Research Open Repository (NSFC-OR for short)” in May 2015. The main purpose of NSFC-OR is to collect full text research papers with NSFC project support, to provide open access service to the general public, to propagate the latest research findings in fundamental research area and to promote development of science and technology.

1. Stored Content
According to the “NSFC Policy Statement”, from the day this Policy Statement is enacted, research papers generated from projects fully or partially funded by NSFC, when papers are submitted and published in academic journals, authors of the papers should store the final manuscripts, which have been peer reviewed and accepted by the journals to the NSFC repository with an embargo period of no more than 12 months.
2. Stored Version
The stored paper versions inside “NSFC-OR” mainly include:
(1)Final manuscripts: namely those papers which have been submitted, peer-reviewed, modified and finally accepted for publication manuscripts.
(2)Published PDF version: If the paper itself is published in an open access journal or the publisher allows authors to store the finally published PDF version papers inside certain open repository, “NSFC-OR” can store such published PDF version manuscripts.
On the premise of protecting the legal rights for achievements contributors, NSFC initiates and encourages scientific researchers to store other forms of scientific and technological achievements inside the “NSFC-OR” for open access, which are under support from public scientific research projects.
The project-relevant full text papers and metadata which are submitted by project principal via the “ISIS” will be further processed and stored inside the “NSFC-OR” to provide open access.
If there is conflict about OA policy between the “NSFC Policy Statement” and publishers or other sponsors, project principal should indicate the OA embargo period when they submit their papers.
“NSFC-OR” will strictly abide by the “Copyright Law of the People's Republic of China”, “Regulation on the Protection of the Right to Network Dissemination of Information”, and provisions of other relevant laws and regulations. It will protect the legitimate rights and interests of authors and related obligee. “NSFC-OR” will not provide open access service of stored content to the public before the content embargo period of publishers or other sponsors ends.
“NSFC-OR” allows users to access and use the research paper metadata for free if their purpose is personal study, research or enjoyment. When users are utilizing research paper metadata, hyperlink to original metadata record or Open Archives Initiative (OAI) identifier should be provided. The third party should get formal permission from authors themselves if the third party uses relevant papers beyond usage conditions.
2.Full Text Usage
“NSFC-OR” allows users to access and use the research paper full text for free if their purpose is personal study, research or enjoyment. When users are utilizing research paper full text, information about author, paper title, detailed bibliography as well as hyperlink to original webpage or Open Archives Initiative (OAI) identifier should be provided. The third party should get formal permission from authors themselves if the third party uses relevant papers beyond usage conditions.
NSFC will spontaneously promote activities of information exchange, data correlation and standard sharing between “NSFC-OR” and other scientific and educational institution repositories.
Ownership and usage of the intellectual property such as copyright of the relevant achievements which are stored inside the “NSFC-OR” shall be subject to related law provisions in “Copyright Law of the People's Republic of China” and “Provisions on Strengthening Management of National Science and Technology Plan Intellectual Property” etc.
NSFC-OR will strictly abide by the “Copyright Law of the People's Republic of China”, “Regulation on the Protection of the Right to Network Dissemination of Information” and other related law provisions during its construction and maintenance process.
“NSFC-OR” collects and backdates research papers which are partially or fully supported by NSFC projects after and before the release of “NSFC OA Policy Statement”. These research papers are stored and managed inside the “NSFC-OR” with open access service to the general public.
“NSFC-OR” will fulfill duty of data collection, management and information audit. In the mean time, project principals, publishers and other related obligee are solicited to pay close and periodic attention to the research papers inside the “NSFC-OR”. If there is any mistake, or possible infringement of relevant party’s rights, please contact the NSFC Information Center promptly for correction.
